Will browser-based Fusion 360 work without the Internet?
As per the official website, Fusion 360 is a cloud-based software.
It can run without the internet, but for the synchronization of data, useful updates of the software, and validation of the software license, you must have a good internet connection.
So it requires a connection to the internet, a minimum every two weeks in a month.

Does Fusion 360 run locally?
As I said before, Fusion 360 is a cloud-based application, it doesn’t uphold local file opening or document storage.
The most common way of getting documents opened in Fusion is done through transferring.
Also, Fusion 360 is Opening of local files is not supported.
Note: The default time to save records in offline mode software is fourteen days. If you want to expand that period, that choice is accessible to your user preferences.
